Kèr Stsdiyàqàs (Stsdiyà /qəs/ [parent] [laundry]) is a subtropical Town located in the Bupudana Region of the Tetbur Commune.
The name Kèr Stsdiyàqàs is derived from the Tauric language, as Kèr Stsdiyàqàs was founded by Shëka Neagle, who was culturaly Tauric.
Climate
Kèr Stsdiyàqàs has a yearly average temperature of 30°C (86°F), with its average temperature during the summer being a blistering 34°C (93°F) and its average temperature during the winter being a warm 27°C (80°F). Kèr Stsdiyàqàs receives an average of 177 cm/y (69 in/y) of precipitation, most of which comes in the form of rain during the fall. Kèr Stsdiyàqàs covers an area of nearly 6 km2 (2 mi2), and an average elevation of 4194 m (13759 ft) above sea level.
Overview
Kèr Stsdiyàqàs was founded durring the late 17th century in early fall of the year 1583, by Shëka Neagle. The establishment of Kèr Stsdiyàqàs suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.
Kèr Stsdiyàqàs was built using the conventions of Tauric durring the late 17th century. Naturaly, all settlmentss have their own look to them, and Kèr Stsdiyàqàs is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Kèr Stsdiyàqàs is buildings are arranged arrounded highly ordered system of crampt canals streets which form octogonal paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. The millitarily questionable fortifications has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
Kèr Stsdiyàqàs is not quite well. Something happened here, perhapse recently, perhapse long ago. Whatever it was, it settled into the very soul of the town like a festering wound. The people go about their day well enough, but there’s a tention in the air you can cut with a knife. There’s a patern to the panic. It’s not easy to see, and no one quite agrees on what it is, but the locals know and operate under this pattern. It shapes everything they do, and you feel as if you’ve almost worked it out only for some small detail to devastate your theory every time you try and comprehend it.
Civic Infrastructure
Kèr Stsdiyàqàs possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.
Kèr Stsdiyàqàs has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kèr Stsdiyàqàs. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kèr Stsdiyàqàs's parks.
Kèr Stsdiyàqàs has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Stsdiyàqàs.
Kèr Stsdiyàqàs has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Kèr Stsdiyàqàs has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.
Kèr Stsdiyàqàs has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Kèr Stsdiyàqàs has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Stsdiyàqàs's public wards, blessings, and other arcane systems.
Kèr Stsdiyàqàs has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kèr Stsdiyàqàs's natural decorations nor waterways.
Kèr Stsdiyàqàs has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Kèr Stsdiyàqàs has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Kèr Stsdiyàqàs's garrison was built using a different architectural style from the rest of the town. The style used is based upon new and innovative technologies of construction and the idea that form should follow function. It was an embrace of minimalism and a rejection of ornament. The style became characterized by an emphasis on volume, asymmetrical compositions, and minimal ornamentation..
Due to the actions of local Kami, spring is skipped in Kèr Stsdiyàqàs.
The Dvorovoi near Kèr Stsdiyàqàs are known to be almost tame, such that they can be put to domestic use.
Kèr Stsdiyàqàs's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves orgies to channel Necromancy energies of tier 1 via mimery.

Many of Kèr Stsdiyàqàs’s structures date back to the ancient past and a long-vanished culture. They have unique architectural traits, perhaps being made of some strange substance or with uncanny qualities. The locals find them too useful or too durable to destroy, but the buildings often have unpleasant little surprises in their under-explored corners, and there may be greater structures still buried by long ages beneath Kèr Stsdiyàqàs’s streets.

History
In time immemorial, reportedly some time during the late 2nd century, Kèr Stsdiyàqàs was attacked by savage tribes living nearby Kèr Stsdiyàqàs. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Kèr Stsdiyàqàs lost 224 people, 289 livestock, and 31 buildings. The conflict ended after roughly 147, when members of Kèr Stsdiyàqàs's militia enacted an operation to train a group of civilians for a special clandestine operation. The operation was complicated by gale force winds which drowned out orders and hampered ranged combat. The conflict ended with needing to break through the enemy's lines, which ended in victory for Kèr Stsdiyàqàs's forces. The war is remembered in legend by Kèr Stsdiyàqàs's bards, historians, and legend keepers.
